Key points
- Every holiday rental must sit behind an entity registered in the national OSS system with a business number (NIB) — for a foreigner, that means a PT PMA.
- The business classification matters: KBLI 55193 covers commercial villas; the pondok wisata regime (55130) is reserved to Indonesian individuals.
- The building must comply too: a commercial-use building permit (PBG) and a fitness certificate (SLF) — successors to the old IMB — on land zoned for tourism accommodation.
- Since 31 March 2026, per the ministerial timeline relayed by trade press, major booking platforms reconcile listings against the OSS registry; roughly 1,600 unlicensed operators were reportedly identified according to those same trade tallies, exposed to delisting from 1 August 2026.
- The framework was set by Tourism Ministry regulation Permenpar No. 6 of 2025; fully automated verification is expected by 2027.
Compliance attaches to the entity, not the listing
The 2026 shift is precisely that: platforms have become the registry's enforcement arm. A listing without a verified licence is removed — no inspection required. Late regularisation is slow and costly as the queue lengthens.
The building matters as much as the company
A compliant entity does not cure a non-compliant building. The PBG must match actual commercial use, the SLF must be current, and the plot must sit in compatible zoning: a villa on agricultural land cannot be licensed, whatever the structure above it. It is a discipline our tropical construction guides have described for years.
What the house takes from this
Our Balinese villas are operated through dedicated vehicles, with licences and permits documented to investors in the private area. The report on one of them, a seafront short-stay villa, shows what that discipline looks like on the ground. In 2026, operating compliance became verifiable by anyone, in minutes — which is exactly why it is now the price of market access.
